What GPSR compliance actually costs a small seller

Nobody quotes you a single number for GPSR, which is why the question feels unanswerable. What you get instead is a representative quoting for representation, a lab quoting for testing, and a consultant quoting for documents, none of them mentioning the other two.

So here is the whole stack, with real numbers, and an honest total at the end. All rates checked August 2026.

The four costs, and only one is optional

1. The EU Responsible Person. Mandatory if you sell into the EU and are not established there. Not optional, not skippable, no small-seller exemption. See our guide to whether you need one if you are not sure that is you.

2. The documents. A technical file and risk assessment per product line, mandatory under Article 9(2). Either your time or somebody's fee.

3. Testing. This is the optional one, and the one everyone assumes is mandatory. GPSR does not require lab testing. It requires evidence. Supplier declarations and material certificates are legitimate evidence for most simple handmade products.

4. Your time. The cost nobody quotes, and usually the largest.

What each one actually costs

EU Responsible Person: EUR 150 to 500 a year

That is the range for a compliance service provider acting as your authorised representative, taken from published rates across the main providers, checked August 2026. Some charge flat, some per SKU.

Watch the per-SKU pricing. A quoted EUR 200 covering five products is a very different number for a shop with forty listings, and product count is where these quotes quietly expand.

The alternative, setting up your own EU entity, runs EUR 3,000 to 15,000 a year once you count registration, accounting and filings. Only sensible if EU sales are a serious part of your business.

Documents: £0 to £400 per product, depending who does it

Three routes, and the price gap between them is enormous.

Do it yourself: £0 and a weekend. Entirely legitimate. The structure is not secret, and we published it, section by section, on a real product.
Buy a template: around £40 per category. Several compliance providers sell category-specific risk assessment templates and technical file checklists at roughly this price. You still fill them in. What you are buying is the structure and the applicable standards list, not a finished document.
A consultant writes it: £150 to £400 per product is the range small sellers report being quoted, and it climbs with product complexity.

The reason the spread is so wide is that most of the work is judgement, not typing. Knowing that a plated clasp needs EN 12472 as well as EN 1811, or that your product is not a toy despite being for children, is the part you are actually paying for.

Testing: £0, or £80 to £300 per test

Only if you need it. You need it when you cannot get credible evidence any other way, or when your product carries a hazard a paper declaration cannot settle.

For a silver necklace with a supplier declaration on file, £0. For an imported cast-metal charm from a supplier who will not tell you the alloy composition, a nickel release test under EN 1811 is worth the £80 to £150 and cheaper than the recall.

Your time: the hours nobody counts

Realistic first-time figures, and these are the estimates our own action plans use:

4 to 6 hours for a first technical file
3 to 5 hours for a first risk assessment
Roughly half that for each subsequent product once you have a pattern
Plus supplier chasing, which is measured in weeks of waiting, not hours of work

At ten product lines, a conservative first pass is 40 to 60 hours. Price your own hour honestly. At £20 an hour that is £800 to £1,200 of your time, and it is time not spent making or selling.

The cash numbers are closer than people expect. The difference is almost entirely the hours, which is the honest way to frame this decision: GPSR compliance is not expensive in money, it is expensive in weekends.

That comparison also assumes you do it correctly first time. A file that misses the applicable standard is not cheaper, it is worthless, and you find out at the point a marketplace or an authority asks.

The costs people forget

Per-product fees. Some providers charge per SKU. Ask what happens at product twenty-one before you sign.
Renewal. The RP fee is annual, forever, for as long as you sell into the EU. Budget it as a subscription, not a setup cost.
Keeping documents current. Change a supplier, an alloy or a target age group and the file needs updating. Free if you do it, billable if someone else does.
Ten-year storage. You must keep the file for ten years after placing the product on the market. That is a filing obligation, not a cost, unless you are paying someone to hold it.
Currency. Most EU representatives bill in euros. If you earn in pounds, you carry the FX movement.

Where we sit, plainly

Two honest caveats. We currently cover jewellery, clothing and home decor, so if you sell outside those, email before you buy. And we do not provide a UK authorised representative, which matters if you sell into Great Britain from outside it.
